kept under the direction of the Secretary. In the intervals between meetings of the Board, any matters requiring consideration may be referred to the appropriate Committee by the President or the Secretary.

COMMITTEE ON FINANCE

SEC. 15. 1. The Committee on Finance shall have charge of all matters relating to the accounts and financial administration of the Department of Education.

2. It shall prepare and submit to the Board in September of each year the departmental estimate required by law.

3. It shall have supervision of the office of the Auditor.

4. It shall administer the Public School Teachers' Retirement Fund.

5. It shall report to the Board at or about the beginning of each year a plan for apportioning the General School Fund among the various objects of expenditure included in said fund. (This subdivision was adopted December 27, 1905.)

6. It shall apportion to the high schools and elementary schools the moneys appropriated by the State from the common school library fund and from the academic fund in acordance with the provisions of Title 13 of Chapter 556 of the Laws of 1894, as amended, and of Chapter 498 of the Laws of 1901, and of Chapter 699 of the Laws of 1905, upon the following basis, to wit:

For high schools: (a) A sum equal to $250 for each high school maintained during the preceding school year (for books and apparatus); (b) a further sum equal to $100 for each of said high schools; (c) a sum equal to $2 for each teacher employed in said high schools for the legal term during the preceding school year; and (d) the amount received from the State upon the basis of the aggregate days of attendance of pupils in said high schools.

For elementary schools: For libraries the sum of $18, and a further sum equal to $2 for each teacher employed in elementary schools for the legal term during the preceding school year.

It shall apportion, upon a like basis, to the high schools and elementary schools, the appropriation or appropriations made by the City for the purposes mentioned in this subdivision. (This subdivision was adopted January 24, 1906.)

No appropriation shall be made from any fund for any purpose until said Committee shall have first reported financial ability.

COMMITTEE ON BUILDINGS

SEC. 16. 1. The Committee on Buildings shall have charge of all matters relating to the erection, enlargement, alteration, or repairing of all school buildings and school premises, the fitting up and equipping thereof with all necessary sanitary, electric, heating and ventilating work, furniture and pianos, and shall determine the amounts to be expended therefor, subject to financial ability and the approval of the Board. (As amended November 22, 1905.)

2. All reports or recommendations of the Local School Boards or of the Committee on High Schools and Training Schools touching the matters with which the Committee on Buildings is charged in subdivision 1 of this section shall be referred to said Committee for examination and action.

3. Whenever it is proposed to erect or enlarge a school building or hire or rehire any building or premises for school purposes, said Committee shall require from the City Superintendent a report in writing setting forth clearly his recommendation as to the advisability thereof.

4. Whenever it shall be necessary to advertise for proposals to do any of the work with which said Committee is charged in subdivision 1 of this section, it shall so report to the Board, recommending that authority for said advertising for proposals be granted to the Superintendent of School Buildings, as provided by subdivision 1, Section 30. (As amended November 22, 1905.)

5. Said Committee shall authorize the performance of work and make appropriations therefor, as provided by Section 31, subdivisions 2 to 6 inclusive, and cause a record thereof to be kept in its minutes.

6. It shall report to the Committee on Finance in July of each year an estimate of the amount required for alterations, repairs and maintenance of school buildings for the next calendar year and for the erection, enlarging and equipment of new school buildings.

7. It shall provide for the organization of such branches of the Bureau of Buildings as it may deem necessary, and shall adopt such rules and regulations as will secure prompt and efficient service for the planning and erection of new buildings for school purposes and for the alteration and repair of existing buildings.

8. It shall have supervision and control of the Superintendent and Deputy Superintendents of School Buildings, and of all other employees in the Bureau of Buildings, and shall make rules and regulations for the proper performance of their duties.

9. It shall appoint draughtsmen, inspectors and other assistants required in the Bureau of Buildings, whose salaries shall be paid from the various appropriations on account of which the work is being performed.

10. It shall divide and redivide the City, as often as it deems necessary, into districts which may be equal or unequal in size or in number of schools contained therein, and shall assign to one or more districts an inspector, who shall be an architect, builder, carpenter, mason or other building trade mechanic.

11. It shall investigate all charges or complaints against all employees of the Bureau of Buildings and shall forthwith report its conclusions to the Board. (As amended November 22, 1905.)

12. It shall have charge of all school furniture, radiators, pianos, or other school property no longer required in school buildings, and may direct such action as it may deem proper relating to the storage or disposition of such property.

COMMITTEE ON SUPPLIES

SEC. 17. 1. The Committee on Supplies shall have charge of all matters relating to the purchase of all books, apparatus, stationery,

fuel, and other supplies, and the transportation of pupils. All supplies, as far as possible, shall be obtained by contract, made at public letting in the manner provided by law.

2. It shall appoint, subject to confirmation by the Board, all clerks and other employees of the Board whose appointment is not otherwise provided for, except that all employees of the Bureau of Buildings shall be first recommended by the Committee on Buildings and all employees of the Auditing Bureau shall be first recommended by the Committee on Finance. (As amended November 22, 1905.)

COMMITTEE ON BY-LAWS AND LEGISLATION

SEC. 18. 1. The Committee on By-Laws and Legislation shall have charge of all matters relating to by-laws. To it shall be referred all legislation affecting the Department of Education. Every proposed amendment to the by-laws shall be referred to said Committee; and no amendment shall be adopted until reported by said Committee after such reference. All appeals on the part of any member of the supervising or teaching staff in reference to salary shall be referred to said Committee.

2. All requests for opinions from the Corporation Counsel shall be made through the President of the Board or the Committee on By-Laws and Legislation.

COMMITTEE ON SITES

SEC. 19. 1. The Committee on Sites shall have charge of all matters relating to sites. It shall consider every recommendation made by any Local School Board or by the Committee on High Schools and Training Schools with regard to sites for school buildings or additions thereto, and shall select and recommend to the Board the acquisition of all sites that may be required for school purposes.

2. It shall report to the Board in January and July of each year the condition of all matters or proceedings relating to sites approved by the Board which are pending and not completed.

3. It shall report to the Committee on Finance in July of each year an estimate of the amount required for the purchase or acquisition of sites during the next calendar year.

COMMITTEE ON ELEMENTARY SCHOOLS

SEC. 20. 1. The Committee on Elementary Schools shall have charge of all matters relating to principals and teachers in elementary day schools, and the organization of such schools.

2. Nominations made by the Board of Superintendents for the appointment, promotion or transfer of principals or teachers in elementary day schools shall be referred to said Committee, and shall be transmitted to the Board of Education at its next meeting with recommendations as to approval or disapproval.

3. It shall have charge of all matters relating to the nomination of directors and assistant directors of special branches, and of teachers of special branches in elementary schools. (As amended December 23, 1903.)

4. All applications or recommendations for the retirement on pension of principals or teachers in elementary schools shall be referred to said Committee, and shall be transmitted, with its recommendations, to the Board for final action.

5. Except when otherwise ordered by the Board, said Committee shall conduct all trials of principals and teachers in elementary schools against whom charges have been brought in accordance with Section 1093 of the Charter, and shall report its conclusions to the Board for action thereon.

6. The conclusions adopted by any Local School Board relative to charges preferred against any principal or teacher in an elementary school shall be referred to said Committee, which shall report thereon to the Board. (As amended November 22, 1905.)
