MEETINGS

MEETINGS-WHERE HELD

SECTION 1. All meetings of the Board of Education shall be held at the Hall of the Board, corner of Park avenue and Fiftyninth street.

STATED MEETINGS-WHEN HELD

SEC. 2. Stated meetings shall be held on the first Monday in February, the first Monday after the first Tuesday in July, and the second and fourth Wednesdays in every month except July and August. Should the day so fixed be a holiday, the meeting shall be held on the day following. An adjourned stated meeting shall be deemed, for the transaction of all business, a stated meeting. SPECIAL MEETINGS-HOW CALLED

SEC. 3. Special meetings shall be held on the call of the President or on the written request of ten members; provided, however, that notice of such meeting shall be given not less than twenty-four hours in advance, and shall state the special matter to be presented for consideration. No other matter shall be considered at such special meeting, except by the consent of twothirds of the members present.

HOUR OF MEETING

SEC. 4. The hour of meeting shall be 4 o'clock in the afternoon, except when otherwise ordered by the Board. If a quorum be not present the meeting may be adjourned.

NUMBER NECESSARY TO FORM A QUORUM

SEO. 5. A majority of the whole number of the members of the Board shall be necessary to constitute a quorum.

OFFICERS

SEC. 6. The officers of the Board shall be as follows:

President.

Vice-President.

Secretary.

Assistant Secretary.

Superintendent of School Buildings.

Superintendent of School Supplies.

Auditor.

Chief Clerk.

City Superintendent of Schools.
Eight Associate City Superintendents.
Twenty-six District Superintendents.
Four Examiners.

Supervisor of Lectures.

TERMS OF SERVICE

SEC. 7. The official term of the President and Vice-President shall continue from the first Monday in February of each year until the first Monday in February of the succeeding year, and until their successors are chosen.

ELECTIONS

OFFICERS-HOW ELECTED

SEC. 8. All the officers of the Board shall be chosen by ballot. All elections by the Board shall be held at stated or special meetings by the vote of a majority of all the members of the Board.

SEC. 9. No election to fill a vacancy in any of the offices of the Board named in Section & shall be had at any meeting of the Board

unless notice shall have been given in the call for the meeting that such election will be moved. It shall be the duty of the Secretary to insert such notice in the call for the stated meeting next preceding the expiration of the term of any officer of the Board whose term is fixed by statute, by-law or resolution, or in the call for any stated meeting at the request of any member of the Board.

This by-law shall apply to all elections of officers, whether for an entire term, or to fill a vacancy, or to fill a new office, except that it shall not apply to the meeting to be held on the first Monday in February in each year.

REMOVALS FROM OFFICE

SEC. 10. No officer, clerk or subordinate shall be removed unless by a vote of three-fourths of all the members of the Board, for cause. Pending the trial of charges, any officer, clerk or subordinate may be suspended by the vote of a majority of all the members of the Board, and any clerk or other subordinate may be suspended between the meetings of the Board by the President, except as otherwise provided in the Charter. PRESIDENT AND VICE-PRESIDENT

SEC. 11. 1. The President shall be the chief executive officer of the Board, and shall be Chairman of the Executive Committee. All Standing and Special Committees shall be appointed by the President unless otherwise ordered by the Board.

The President shall be, ex officio, a member of all Committees, and entitled to vote at all meetings of Committees.

He shall designate each member of the Board to be, ex officio, a member of one Local School Board.

2. The Vice-President shall preside at all meetings of the Board

in the absence of the President, and in the like absence shall perform such executive duties as may be authorized by resolution of the Board.

EXECUTIVE COMMITTEE

SEC. 12. There shall be an Executive Committee for the care, government and management of the public school system, to consist of fifteen members and the President of the Board, and to be known as the Executive Committee. Said Committee shall be elected in the month of July in each year, in the same manner as officers of the Board. It shall meet on the second Wednesday in every month, and at such other times as said Committee may determine. Reports and resolutions offered on behalf of Standing Committees shall only be presented to the Executive Committee when expressly ordered by these By-Laws or by special resolution of the Board, and its action or recommendation thereon shall be reported to the Board. The minutes of the Executive Committee shall be printed and shall form part of the minutes of the Board of Education. The Board of Education may, by resolution, confer additional administrative powers upon the Executive Committee when deemed necessary to facilitate the transaction of business. Reports adopted by the Executive Committee shall be signed by the Chairman, or in his absence by the Acting Chairman, and by the Secretary. Chairmen of Standing Committees who are not members of the Executive Committee shall have seats in said Committee and the right to speak on all matters relating to their Committees. STANDING COMMITTEES

SEC. 13. There shall be the following Standing Committees: 1. A Committee on Finance, to consist of five members. 2. A Committee on Buildings, to consist of nine members. 3. A Committee on Supplies, to consist of seven members.

4. A Committee on By-Laws and Legislation, to consist of five members.

5. A Committee on Sites, to consist of nine members.

6. A Committee on Elementary Schools, to consist of nine members.

7. A Committee on High Schools and Training Schools, to consist of nine members. (As amended February 2, 1903.) 8. A Committee on Special Schools, to consist of seven members.

9. A Committee on Studies and Text-Books, to consist of five members.

10. A Committee on Lectures and Libraries, to consist of seven members.

11. A Committee on Care of Buildings, to consist of seven members.

12. An Executive Committee on the Nautical School, to consist of seven members.

13. A Committee on Athletic Fields, to consist of five members. (This subdivision was adopted February 5, 1906.)

The members of the Standing Committees shall be designated by the President within ten days after his election, and shall continue until their successors are appointed.

Three members of any Standing Committee shall constitute a quorum of such Committee.

The action of all Standing Committees shall be subject to the approval of the Board. (As amended November 22, 1905.)

REPORTS OF COMMITTEES

SEC. 14. Every report of a Standing Committee, if adopted by a majority of said Committee, shall be signed by the Chairman, or in his absence by the Acting Chairman, and by the Secretary; if adopted at a meeting attended by less than a majority of the members, a report must be signed by a majority of the Committee. Minutes of the proceedings of each Standing Committee shall be
