be known as the Executive Committee. Said Committee shall be elected in the month of July in each year, in the same manner as officers of the Board. It shall meet on the fourth Wednesday in July, on the second Wednesday in every other month, and at such other times as said Committee may determine. Reports and resolutions offered on behalf of Standing Committees shall only be presented to the Executive Committee when expressly ordered by these by-laws or by special resolution of the Board, and its action or recommendation thereon shall be reported to the Board. The minutes of the Executive Committee shall be printed and shall form part of the minutes of the Board of Education. The Board of Education may, by resolution, confer additional administrative powers upon the Executive Committee when deemed necessary to facilitate the transaction of business. Reports adopted by the Executive Committee shall be signed by the Chairman, or in his absence by the Acting Chairman, and by the Secretary. Chairmen of Standing Committees who are not members of the Executive Committee shall have seats in said Committee and the right to speak on all matters relating to their Committees. (As amended November 22, 1905.) REPORTS OF COMMITTEES SEC. 14. Every report of a Standing Committee, if adopted by a majority of said Committee, shall be signed by the Chairman, or in his absence by the Acting Chairman, and by the Secretary; if adopted at a meeting attended by less than a majority of the members, a report must be signed by a majority of the Committee. Minutes of the proceedings of each Standing Committee shall be kept under the direction of the Secretary. In the intervals between meetings of the Board, any matters requiring consideration may be referred to the appropriate Committee by the President or the Secretary. When charges have been preferred against a teacher or a principal, the same shall be referred by the Secretary to the appropriate Committee to try and determine the case. The report of the Committee conducting the trial shall be presented to the Board of Education at an executive session of said Board. (As amended June 10, 1908.) COMMITTEE ON FINANCE SEC. 15. 1. The Committee on Finance shall have charge of all matters relating to the accounts and financial administration of the Department of Education. 2. It shall prepare and submit to the Board in September of each year the departmental estimate required by law. 3. It shall have supervision of the office of the Auditor. 4. It shall administer the Public School Teachers' Retirement Fund. 5. It shall report to the Board at or about the beginning of each year a plan for apportioning the General School Fund among the various objects of expenditure included in said fund. (This subdivision was adopted December 27, 1905.) 6. It shall apportion to the high schools and elementary schools the moneys appropriated by the State from the common school library fund and from the academic fund in accordance with the provisions of Title 13 of Chapter 556 of the Laws of 1894, as amended, and of Chapter 498 of the Laws of 1901, and of Chapter 699 of the Laws of 1905, upon the following basis, to wit: For high schools: (a) A sum equal to $250 for each high school maintained during the preceding school year (for books and apparatus); (b) a further sum equal to $100 for each of said high schools; (c) a sum equal to $2 for each teacher employed in said high schools for the legal term during the preceding school year; and (d) the amount received from the State upon the basis of the aggregate days of attendance of pupils in said high schools. For elementary schools: For libraries the sum of $18, and a further sum equal to $2 for each teacher employed in elementary schools for the legal term during the preceding school year.
